| 内容記述 | 中世ヨーロッパに成立した大学は，真理を求めるという共通の目的のもと，為政者・権力者から精神の自由を守るべく集まった学徒による組合組織がその起源である．経済的な自律に裏打ちされた精神の自由こそが，学問の自由や大学の自治を保障するものであった．その学問共同体の基本理念を国家権力により制度化したのが，ベルリン大学に代表される19世紀ドイツにおける大学改革である． 行政レベルでの大学改革が実施され，財政的な意味で大学の完全な独立や自治などありえなくなった今日，大学が本来担うべき役割や学問の自由についての本質的論議が活発になされぬまま，大学人は大学組織を運営することに忙殺されている．そのような時にこそ，大学の在り方を考え，学問の自由とは何か，それはどのようにして維持できるのかということを各自の問題として問い直してみるのは大学人にとって必要なことであろう． | |||||

| 内容記述 | What is the meaning of "academic freedom"? The present essay tries to elucidate this cardinal question concerning the idea of a university. The university originated in mediaeval Europe as a learning community consisting of professors and students who gathered for the quest of truth and freedom of thought. Academic freedom as well as autonomy of a university was ensured by this freedom of thought based on economic independence. At the university reform promotions in 19th-century Germany, this fundamental idea of the university, i.e., academic freedom, was institutionalized in the whole educational system (e.g., the University of Berlin). The slogan of the "academic freedom" may have been emphasized while discussions on the role of the university and its raison d ' e tre have not been so active, which may result in the existence of universities just for the sake of themselves. As we cannot expect the financial independence of the university any more today, it is necessary for all the members of the university-community to promote a new university reform and re-think of the nature of the university and academic freedom. | |||||
